in the Russian Federation.
➢ On 12 December 2022, Chief Ombudsman Mr. Şeref Malkoç attended the
meeting organized by the Office of the Commissioner for Human Rights
(Ombudsman) of the Republic of Azerbaijan on the occasion of the World
Human Rights Day, via video conference.

➢ Mutual visits were conducted with the European Union institutions, representatives
of the international institutions, organizations and diplomatic missions located
in Türkiye.
E. PROVINCIAL MEETINGS

The Ombudsman Institution, which acts as a bridge between citizens and admin-
istrations, continued its provincial study visits in 2022 with the regional meetings
themed “Ombudsman Meets with the Public” within the scope of the publicity of
the Ombudsman, in which cases and how the citizens can lodge an application to
the Ombudsman Institution, and informing them about the operation and works
of the Ombudsman Institution. The Ombudsman Institution met with citizens,
NGOs, opinion leaders, headmen and provincial administrators in Manisa, Tekirdağ,
Erzurum, Antalya/ Alanya, Isparta, Burdur/Bucak, Eskişehir, Zonguldak, Şanlıurfa,
Gaziantep, Sivas, Tokat, Amasya, İstanbul, Yalova, İzmir, Diyarbakır, Erzincan.
F. RELATIONS WITH PUBLIC INSTITUTIONS

In the provincial meetings, consultations were held with the governor, mayor, headmen
and institution administrators of that province on the problems of the province, and the
Ombudsman Institution met with the rectors at the universities where conferences were
held in order to spread the culture of seeking legal remedies.
➢ On February 17, the directors and members of the Humanitarian Diplomacy
and Conflict Resolution Strategic Research Center visited the Ombudsman
Institution, and during the visit, the members, who explained their work for Syrian
refugees in Türkiye, were informed about the ways of lodging an application to
the Ombudsman Institution, which is a human rights institution.
➢ The Ombudsman Institution requested from the ministries to appoint a Deputy
Minister as a contact point with the Ombudsman Institution in order to ensure
the highest level of resolution of complaints, to meet information and document
requests as soon as possible, to increase compliance with the Recommendations
by corresponding with the Ministries, and the feedback is received that the
relevant Ministries made necessary appointments.

➢ Chief Ombudsman Mr. Şeref Malkoç participated as a speaker at the “Introductory
Meeting for the Anti-Hate Crimes and Discrimination Portal and Search
Conference” (NESAM) held by the Presidency for Turks Abroad and Related
Communities on 21 February 2022.
