THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE
➢ In the Framework of the EU project “Technical Assistance for Empowerment of
the Role of Ombudsman in The Protection and Promotion of Human Rights”,
of which the Ombudsman Institution is the beneficiary, the “Knowledge and
Experience Sharing Conference on Human Rights and Migration” was held in
Istanbul on 9-10-11 November 2022. The conference, which consisted of 4
panels and ended with the closing speech on the last day, was attended by Chief
Ombudsman Mr. Şeref Malkoç, Ombudsmen, Delegation of the European
Union to Türkiye, Head of Section in Political Affairs Minister Counsellor Mr.
Stefano Fantaroni, the Representative of the United Nations High Commissioner
for Refugees (UNHCR) in Türkiye Mr. Philippe Leclerc, People’s Advocate
(Ombudsman) of Moldova Mr. Ceslav Panico, Head of Complaints and Inquiries
Unit and the Principal Legal Adviser at the European Ombudsman Ms. Martha
Hirsch Ziembinska, the Commissioner for Fundamental Rights of Hungary Dr.
Ákos Kozma, Chair of the Commission for Protection against Discrimination of
the Republic of Bulgaria Dr. Ana Dzhumaliyeva, Ombudsman of Lazio and the
President of the National Coordination of Ombudsmen of the Italian Regions
and Autonomous Provinces Mr. Marino Fardelli, Board Member of EOI from
Tuscany Region Ombudsman Office Mr. Vittorio Gasparrini, Member of the
Office of the Commissioner for Human Rights of Poland Mr. Maciej Grzegorz
Kruk, Deputy Minister of Interior Mr. İsmail Çataklı, Director General for
Migration Management Dr. Savas Ünlü, the Rector of Maltepe University Ms.
Edibe Sözen and the staff of the Ombudsman Institution.
➢ On 25 November 2022, a memorandum of understanding of cooperation was
signed between the Ombudsman Institution of Türkiye and the Human Rights
Commissioner of Kazakhstan.
➢ In 2022, within the scope of Study Visits, Chief Ombudsman Mr. Şeref Malkoç
and Ombudsmen paid study visits to the Turkish Republic of Northern Cyprus
on January 13-14, France on March 2-4, Hungary on March 31 - April 2,
Strasbourg on April 11-15, France on April 27, Saudi Arabia on May 22-26,
Denmark on May 9-11, Bucharest/Romania on July 25-29, Iran on August
26-30, Belgium on September 5-9, Georgia on September 27-28, Netherlands/
The Hague on October 17-21, Czech Republic/Prague on October 31 -
November 4, and to Austria and Hungary on November 20-26.
➢ Within the framework of the memorandum of understanding signed in 2019
between the Ombudsman Institution of Türkiye and the Commission for
Protection against Discrimination of the Republic of Bulgaria on January 26, the
first online training was carried out by the Ombudsman Institution of Türkiye in
the context of joint training activities. Chair of the Commission for Protection
against Discrimination of the Republic of Bulgaria Dr. Ana Dzhumaliyeva,
