THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE
➢ Ombudsmen Ms. C. Özlem Tunçak and Mr. Yahya Akman conducted
investigations at Diyarbakır Penitentiary Institution Campus on 3 November
2022, as a part of Diyarbakır Regional Meeting Program.
➢ On November 12, Chief Ombudsman Mr. Şeref Malkoç, Ombudsman Ms.
C. Özlem Tunçak, who is responsible for Women’s and Children’s rights, and
the accompanying experts visited a children’s home site in Istanbul where
unaccompanied children are accommodated, and met with the staff of the
institution and the children to examine the current situation, demands and needs
of the children.
➢ The Ombudsman Institution participated in the 27 Term Inauguration Ceremony

of Ankara Metropolitan Municipality Children’s Assembly on November 20.
➢ Chief Ombudsman Şeref Malkoç attended "The Future of Human Rights in the

21 Century” conference held at ITO Güngören Girls Anatolian Imam Hatip
High School on the occasion of the World Human Rights Day on December 10.
D. INTERNATIONAL COOPERATION AND ACTIVITIES
In order to react collectively to the international human rights violations taking place
in the world, in 2022, with the aim of establishing communication channels, the
Ombudsman Institution has kept in constant contact with international organizations
and maintained the good relations it has established with the representatives of human
rights institutions and ambassadors. In other words, the Ombudsman Institution
attaches great importance to relations and cooperation in the international arena as well
as domestic activities.
Currently, the Ombudsman Institution is a member of 9 ombudsman associations
from Asia to Europe, from the Mediterranean to Africa. In addition, the Ombudsman
Institution is a member of the Board of the Asian Ombudsman Association and
the President of the Organization of Islamic Cooperation Ombudsman Association
(OICOA).
➢ Furthermore, Association of Ombudsmen and National Human Rights
Institutions of Turkic States (TÜRKOMB) was established on 12-13 May 2022,
in a meeting hosted by the Ombudsman Institution of Türkiye. In addition
to the Ombudsmen/National Human Rights Institutions of Kazakhstan,
Kyrgyzstan, Uzbekistan, Azerbaijan and the Turkish Republic of Northern
Cyprus, and Chairman of the Council of Elders (Aksakallılar) Mr. Binali Yıldırım
also attended the meeting held in Bursa. Within the scope of its activities, the
Association held online meetings on July 28 and August 1 for the first time.
On 15 September 2022, an online training titled “Right to Access Information”
was organized by the Commissioner for Human Rights (Ombudsman) of the
Republic of Azerbaijan. On October 20, the meeting of TÜRKOMB was held
in Baku/Azerbaijan, hosted by the Ombudsman of Azerbaijan.
