THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE
I. APPLICATION EXAMINATION STATISTICS
➢ In 2022, 17,816 applications were lodged to the Ombudsman Institution. The
total number of applications lodged in a period of approximately 10 years is
207,403.
➢ 17,816 complaint applications lodged in 2022, and in addition to 2,042 files
transferred from 2021, a total of 19.858 files were examined in this period.
18,094 of the applications were finalized.
➢ In 2022, the number of applications, which were resolved through amicable
settlement, was 2,194.
➢ In 2022, 1,722 recommendations were issued in total.
➢ In this regard, while the rate of compliance with the Recommendations of the
Ombudsman Institution was 20% in 2013, it increased to 65% in 2017, 70% in
2018, 75% in 2019, and 76.38% in 2020. In 2022 on the other hand, this rate
was 64.94%. This low compliance rate was caused by the failure of the General
Directorate of Manisa Water and Sewerage Administration to comply with 220
Recommendations of the Ombudsman Institution regarding “the complaint
about making the use of prepaid electronic card water meters mandatory for
water subscriptions for new buildings”. However, when these Recommendations
are not taken into account, the rate of compliance with the Recommendations of
the Ombudsman Institution was 80.01%.
➢ In 2022, as a result of a total of 162,143 interviews with the people who made
a request, either face-to-face or over the phone, the Ombudsman Institution
provided the applicants with legal assistance and guidance.
II. SPECIAL REPORTS AND SPECIAL ACTIVITIES
➢ Before preparing a report about the human rights violations experienced due to
Greece’s pushback policy, the Ombudsman Institution organized the “Workshop
on Inhuman Pushbacks Experienced on the Türkiye-Greece Border” on 23
February 2022 to listen to the opinions and suggestions of NGOs. Subsequently,
the “Special Report on Pushbacks in the Aegean Sea and ‘Pushback’ of Human
Rights” prepared by the Ombudsman Institution was announced in the program
held in the Grand National Assembly of Türkiye (GNAT) on 16 June 2022 with
the participation of the Speaker of the GNAT Prof. Dr. Mustafa Şentop and
the Minister of Interior of Türkiye Mr. Süleyman Soylu, and a photography
exhibition was also organized.
➢ On 15 March 2022 the Ombudsman Institution sent letters to the Ombudsmen
of Poland, Hungary, Romania, Moldova, Slovenia and Slovakia, which are
neighbors of Ukraine and which have experienced the most refugee influx,
stating that the Ombudsman Institution of Türkiye is always ready to share its
experiences and will be pleased to do so. Following the letters of the Ombudsman
