THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE
SECTION 1: SUMMARY OF THE YEAR 2022
The Ombudsman Institution, which was established in 2012 with the Law on the
Ombudsman Institution No.6328 as a constitutional public entity, has managed to
become an effective institution for seeking legal remedies in the past 10 years, and in
addition to the supervision of compliance with law and equity, it contributed to the
resolution of disputes with its supervision in terms of good administration principles.
In this context, the activities carried out by the Ombudsman Institution in the 10-year
period are summarized below.
❖ With the effect of dissemination of the activities for the dissemination of the
culture of seeking legal remedies, the number of complaints reached from 5,500 to
20 thousands, and 207,403 complaints were received and 205,639 decisions were
issued.
❖ 75,166 Recommendations and 15,861 Amicable Settlement Decisions were issued.
❖ The rate of compliance with the Recommendations issued by the Ombudsman
Institution has reached approximately 80% from 20%.
❖ Approximately 1 million information was provided to those who requested
information, either face-to-face, via e-mail or by phone.
❖ A total of 10 Special Reports were prepared and presented to the public including
the Special Report on the Problems, Improvement and Increasing the Reliability of
Justice System of Türkiye, Occupational Health and Safety Special Report in Coal
Mining Based on the Soma Mining Accident, Special Report on Syrians in Türkiye,
Special Report on Violations of Rights in Exchange of Custody of a Child and
Poverty Alimony, Special Report on Türkiye’s Fight Against Covid-19 Pandemic,
Report on Human Rights Violations Committed by the Armenian Armed Forces
during the Azerbaijan-Armenia War, Special Report on Pushbacks in the Aegean Sea
and “Pushback” of Human Rights, and Report on the Study Visit Conducted to
Hungary Related to Ukrainian Refugees by the Ombudsman Institution of Türkiye.
❖ A Guide to Good Administration Principles and an Introductory Guide to the
Ombudsman in 40 Questions have been prepared, and annual reports, annual
performance reports, administrative activity reports and semi-annual activity reports
and academic journals have been published every year.
❖ 15 issues of Bulletin Ombudsman Journal have been published.
❖ Within the scope of regional meetings with the theme of “The Ombudsman Meets
the Public” and provincial study visits, Ombudsman Institution has met with citizens,
NGOs and provincial administrators 109 times in 81 provinces since 2017.
❖ The number of Ombudsman Clubs established at universities in order to improve
the understanding of law, justice, human rights and equity among students has
reached 150.
❖ Association of Ombudsmen and National Human Rights Institutions of Turkic
States (TÜRKOMB) was established under the hosting of the Ombudsman
Institution of Türkiye. Thus, the Ombudsman Institution is currently a member of
9 International Ombudsman Networks/Associations and carries out the Presidency
of the Organization of Islamic Cooperation Ombudsman Association (OICOA).
