Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
the Deputy Director General for Disaster Management explained that they
are affiliated with the Ministry of Interior and that they are present at the
reception centres to provide the necessary assistance. He informed that
after the necessary procedures are completed by the police at the first
entrance, if there is a need for accommodation, the necessary placement
is made by the Directorate General for Disaster Management. He stated
that Covid tests are performed in the reception centres and that they
keep those who have tested positive in a separate place.
Following the aforementioned meetings, the Csengersima border
crossing station was visited by moving towards the border gate with
Romania. During this visit, authorities informed that 52,000 Ukrainian
citizens have crossed from this region as of 24 February 2022 and that
while the daily number of people crossing was 2,000 at first, this number
has decreased in recent days. It was stated that 600-800 people cross
through a day and that the crossings generally continue from afternoon
until midnight. It was explained that approximately 20% of the arrivals,
the majority of which are children, do not have documents such as
passports or visas required for border crossing and that they do not
encounter pedestrian crossings. It was noted that most of the people
who have arrived have places to go, while there are also those who need
accommodation, albeit very rarely, and that these people are coordinated
by the authorities of the Directorate General for Disaster Management at
the Fehérgyarmat reception point. It was expressed that recently, thanks
to mobile devices, procedures have been accelerated and that waiting
time has been shortened, and it was added that Hungary has provided
these devices with its own means. It was explained that they created
playgrounds for children when the relevant devices were not available,
causing the procedures to take longer. Authorities informed that their
mandate includes the Ukraine border, although it is a very small region
and that this region is an uncontrolled crossing point. Explaining that men
between the ages of 18-65 prefer this method due to the bans in Ukraine,
they stated that a group of 50 men have recently entered through this
region but that even if they have entered in an uncontrolled manner,
they have not escaped, have not caused trouble, and have applied to the
police. It was added that they have been legalised by registering at the
Fehérgyarmat reception point. It was informed that since Romania is not
in the Schengen area, there is no common data transfer but that they are
in constant contact with the authorities at the border with Romania.
