Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
those who do not have such documents are registered by taking biometric
information and photos but that fingerprints are not taken under the age
of 14. It was added that upon the completion of the registration process,
people are granted a 30-day temporary residence permit. Authorities
informed that before the war, an average of 400 people used to come
to the station a day but that when the number of people who arrived
exceeded 4,000 due to the war, they have opened a temporary passport
control point. They explained that they ask everyone, with or without
documents, whether they have a place to go or whether they will stay in
the country and that if people declare that their acquaintances will come
and pick them up, they can provide temporary, 1-2 nights, accommodation
for up to 260 people with the facilitation of the Municipality. Informing
that there is a train to Budapest every 4 hours, authorities pointed out
that there is a free train for those who do not have money but that those
who have money can take the paid train, which is more comfortable.
They noted that they can provide accommodation in nearby villages for
those declaring that they have no place to go or that they direct them to
the centre for distribution by bus and train. Authorities stated that they
have created a waiting area, at which they provide hot food and drink
so that people can wait in a warm environment until the procedures are
completed and that they have volunteer translators. They expressed that
since most of the people who have arrived are women and children, they
have received support from civil society organisations, the Ombudsman’s
Office, or other relevant administrations, which demonstrates that not
only those in uniform have shown interest.
