Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
the Schengen criteria. There was a
tent belonging to the Hungarian Red
Cross in the area, containing food
and drink as well as crayons and toys
for children. The Red Cross officers
stated that they keep items such as
toys and crayons in order to keep
children amused during the waiting
period. They expressed that they also
go to the vehicles waiting in line and
ask if they need anything and that they
provide them with food and diapers if
necessary. They also added that some
people come directly to the tent and
ask for their needs.
After the Csengersima border region,
we went to the Fehérgyarmat
reception centre. At this reception
centre, authorities informed that they
carry out procedures for everyone
fleeing the war regardless of where
they come from. They explained that first of all, the urgent needs are
determined and that the children are provided with food if needed. They
added that afterwards, everyone goes through a health check and that
there are health centres at the centre for this purpose, where they perform
rapid PCR tests, take temperatures, prescribe medication if needed, and
create health reports containing this information. It was pointed out that
while covid positive cases were encountered at first, it has not been
seen much recently and that families who have arrived consist mostly
of mothers, grandmothers, and children. It was stated that the centre
includes temporary offices of relevant institutions and that accordingly,
firstly security investigations of people are carried out by the police. It
was noted that it is possible to find out whether a person has any search
warrants through the online common data system of Schengen and that
there are three criteria in the investigation. Authorities elaborated on
these criteria by explaining that if a person has committed a crime against
humanity, is a danger to the security of Hungary, or is involved in an
international crime, the person is subjected to the procedures of tourists
