Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
published and that a working system has been established regarding the
rules to be followed. Explaining that refugees are grouped according to
their arrival patterns, he elaborated that the first group consists of those
with a biometric passport, who have all the information and therefore
are easy to enter the country, and that the second group is those who
do not have a biometric passport. After adding that some children have
only birth information, he informed that the people in this group should
be registered by collecting their biometric information according to
the Schengen rules and that in this regard, they take fingerprints and
photos of the people in this group. He explained that a 30-day temporary
residence permit is issued for those fleeing the war. He pointed out that
while people are asked to declare whether or not they will stay in Hungary
at the border, the majority of them have declared that they will transit and
that those who have not yet decided have a chance to make a decision
within the 30-day temporary residence period. He noted that in the first
days, families including mothers, fathers, and children have come but that
later on, following the ban on leaving Ukraine for men between the ages
of 18-65, young and old men as well as women and children have begun
to come. He stated that the border is kept open in the evening when it
should be closed and that trains take about 600 people. He explained that
since it was not possible to register rapidly at the same time during the
intense refugee influx in the first days, schools and sports halls have been
arranged in accordance with the purpose. He added that special areas
have been created for children and that they are provided with their
needs. He informed that in cases where the arrival of a new international
train exceeds 3 hours, they arrange a bus to Budapest and that they have
established mobile systems which allow rapid registration on trains. He
pointed out that in the last few days, the number of Ukrainians arriving
has decreased since an average of 1,000 people have arrived in the last
days while the number of arrivals increased to over 6,000 in the first
days, and he added that the number of refugees arriving from the land
border and railroad to their county is more than 110,000. He informed that
there are no unaccompanied children and that they register children who
have no identity cards without taking any negative action against them.
He expressed that during this period, they provide the necessary service
to people who need health care service such as those who have chronic
diseases, those who need medication, and those who have injuries and
that they also provide the fastest transportation service depending on
