Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye

was noted that Ukrainians have mostly practical questions rather than
legal counselling and that cooperation between institutions is important
in this sense.

After the visit to the BOK Sports Hall, we set off toward the province
of Debrecen. Before arriving in Debrecen, the regional office of the
Ombudsman’s Office of Hungary in the province of Miskolc was
visited. During the visit to the regional office, it was informed that the
Ombudsman’s Office of Hungary opened regional offices in 6 different
provinces in 2022.

The second day of the study visit started with a visit to the Hajdú-Bihar
County Police Headquarters. The Police Chief explained that their county
has a border of 100 kilometres with Romania and that it is actually at the
border of Schengen. He added that there are 3 different transit methods
from Romania to Hungary, namely train, highway transit, and the airport
in Debrecen. He pointed out that upon the attacks of Russia, Hungary has
opened its doors to those fleeing the war as of 24 February 2022 and that
they accept not only Ukrainians but also third-country nationals legally
residing in Ukraine. He informed that since it is necessary to register when
entering the country according to the Schengen rules, a circular has been
