Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
and referred to the police. They added that after the finalisation of
security the investigation as clear, the person has the right to seek asylum
and is directed to the immigration office authorities. It was informed that
at this stage, people are requested to declare whether they will stay in
Hungary but that in any case, people are granted a 30-day temporary
residence permit, thereby enabling them to benefit from services such as
education and health in this period. It was added that it is always possible
for people to apply to the immigration office in case they change their
minds. Authorities continued to explain the procedures by informing that
following the immigration office, the third desk that people visit belongs
to the Directorate General for Disaster Management and that those
who declare that they do not have a place to stay or food can receive
assistance by applying to the representatives of the Directorate General.
It was pointed out that people who have come to the centre declare in
general that they will transit through the country, while approximately
10,000 people have applied for asylum, about 8,000 of whom have
applied to the Directorate General for Disaster Management to request
an accommodation. Highlighting that there are Ukrainian translators
at the reception centre, authorities noted that volunteers also help
with translation and that many Ukrainians who have arrived also know
Hungarian. It was added that information brochures have been prepared
in 3 languages, English, Hungarian, and Ukrainian, thereby eliminating the
language barrier. It was pointed out that since there are accommodation
facilities within the borders of Hungary, people can be sent anywhere
and that there is a representative office of the immigration office in all
districts. Authorities informed that most of the procedures are completed
at the border but that people who have come to the centre are those who
have crossed the border in an uncontrolled way, those who have applied
for asylum, and those who have a procedure which cannot be carried out
at the border. They also added that people are transferred by bus.
Afterwards, the Beregsurány reception centre was visited. During this
visit, it was stated that the distance between the border and the reception
centre is about 1 kilometre and that everyone crossing the border is
brought to the centre by bus without allowing any pedestrians. Authorities
expressed that they provide food, drink, and all kinds of needs to people
who arrive as well as transferring those who declare that they will continue
elsewhere, by bus, and that they mobilise 2 buses a day on the route of
Budapest, Vienna, and Prague. Stating that civil society organisations and
