II. INFORMATION, OBSERVATIONS, AND
FINDINGS OBTAINED AS A RESULT OF
CONDUCTED INTERVIEWS AND ON-
SITE EXAMINATION
n the first day of the study visit, firstly a meeting was held in the main
Obuilding of the Office of the Commissioner for Fundamental Rights
(Ombudsman’s Office) of Hungary, hosted by Mr Akos Kozma. During
the meeting, a lot of information was received through Mr Kozma. It was
stated that Ukrainian refugees, whose total number has reached 600,000
have been coming to Hungary for about a month and that the refugees
come not only from the Ukrainian border but also through Romania. It
was explained that one-third of the mentioned number is composed of
children, while most of the remaining part is women. It was expressed that
although Hungary is a small country, it does its best to manage this moment
of crisis and that they do not turn their backs on any Ukrainians, and it
was added that the number of refugees is rather high when compared to
the population of Hungary. It was noted that the majority of the refugees
want to go to Western Europe. It was emphasised that they have made
great efforts as the Ombudsman’s Office and that they first established a
temporary regional office at the Zahony train station, where refugees came
in large numbers, on the 3 day of the war, followed by the establishment of

a temporary regional office in Beregsurány and in the sports hall which has
been converted into a reception centre in Budapest. It was elaborated that
in these offices, 2 employees from the Ombudsman’s Office work in 3-day
shifts. It was expressed that it is essential to share accurate information with
the international community and that for this reason, reporting is of great
importance. It was informed that as the Ombudsman’s Office, they have
