Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye



                 prepared 4 bulletins in English and shared these bulletins with the public,
                 including other Ombudsman institutions. It was noted that Mr Kozma has
                 held online meetings with many Ombudsmen in this period and that their
                 activities have been appreciated by his colleagues. It was expressed that
                 they expect support from Europe.


























                 The  Chief  Ombudsman  Mr  Şeref  Malkoç  stated  that  they  follow  the
                 bulletins prepared by the Ombudsman’s Office of Hungary with great
                 interest and that it is a very useful study which should continue. He
                 agreed that the number of refugees amounting to 600,000 is quite high
                 compared to the population of Hungary, and he briefly conveyed the
                 experience of the Republic of Türkiye related to the issue. In this regard,
                 Mr Malkoç expressed that it is uncertain whether the refugees will return
                 to their countries after the war is over. He pointed out that as the period
                 continues, issues such as food, accommodation, cultural differences, and
                 participation in working life will be brought to the agenda as problems.
                 He noted that according to the current statistics, 80% of the refugees
                 have not returned to their country depending on the length of the period
                 of stay and that the administrators should take this into account when
                 planning.  He  added  that  some  administrators  will  see  refugees  as  an
                 economic burden and that the issue will turn into a political discussion.
                 He expressed that it is critical to include the European Union mechanisms
                 in the process.
