Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye



                 attacks have been forced to leave their homes, thereby causing violations
                 of human rights to arise in this context. These attacks, initiated by the
                 Russian Federation, cause many people to leave their homes in search
                 of a safe place, and therefore, an intense refugee flow to neighbouring
                 countries.

                 According to the data from the Office of the United Nations High
                 Commissioner for Refugees (UNHCR), more than four million people from
                 Ukraine sought refuge in neighbouring countries in the first five weeks,
                 and many more were forced to move inside the country. According to the
                 most up-to-date data from the UNHCR dated 19 May 2022, the number
                 of people fleeing from Ukraine reached 6,409,355.

                 Ukrainians in search of safety have crossed into primarily neighbouring
                 countries. The sudden refugee influx at the borders poses great challenges
                 for both refugees and host countries. Our country, which has accepted
                 many refugees as a result of the crises experienced in the neighbouring
                 countries in recent years, has extensive experience in this sense. The
                 “country of transit” position of the Republic of Türkiye, which is located
                 on important transit routes, has changed in recent years, and our country
                 has also become a “country of destination”. The Republic of Türkiye has
                 implemented an open-door policy and embraced the Syrian refugees
                 who have had to leave their homes due to the civil war that started in
                 their country in 2011. According to the most recent data dated 12 May
                 2022, 3,763,211 Syrians are under temporary protection in our country,
                 and Türkiye is the country hosting the largest number of refugees in the
                 world.

                 As the Ombudsman Institution of the Republic of Türkiye, we also
                 protect the rights of immigrants within the framework of our field of
                 duty. Therefore, when there are allegations that the rights of immigrants
                 have been violated, we are responsible  for  conducting  the  necessary
                 investigations in order to determine them and issuing recommendations
                 for the relevant administrations in case of determining violations. Although
                 our Institution takes action upon complaint, we also have the authority to
                 prepare special reports when deemed necessary. In this context, we have
                 prepared and published a special report on “Syrians in Türkiye” following
                 a comprehensive study by interviewing relevant public administrations,
