I. INTRODUCTION
n 24 February 2022, a military operation was launched against
OUkraine by the Armed Forces of the Russian Federation.
Unfortunately, it has been reported in the media that civilian settlements
have also been targeted in the ongoing attacks and that many civilians,
including women and children, have lost their lives. In addition, updated
information on the situation in Ukraine by the Commissioner for Human
Rights of the Parliament of Ukrainian Ms Lyudmila Denisova is regularly
shared with Ombudsmen and international organisations. Regarding the
developments that the international community is watching with concern,
United Nations (UN) High Commissioner for Human Rights Ms Michelle
Bachelet noted in her statements that the Russian army indiscriminately
bombed civilian areas in Ukraine, killed civilians, wrecked civilian
infrastructures such as hospitals and schools, and she stated that these
actions may amount to war crimes.

The tragedy in Ukraine is followed with concern by the Ombudsman
Institution of Türkiye as a human rights institution. There is no doubt
that wars have no winners. On the other hand, civilians and especially
vulnerable groups such as women, children, the elderly, and people with
disabilities come first among those who lose. Attacks on civilians and
civilian life centres are violations of international humanitarian law, being
the basis of the Geneva Conventions of 1949 and their Additional Protocols
of 1977, which aim to protect civilians who are not a party to the conflict
or war, in an environment of all kinds of armed conflicts and similar hot
tensions. While a natural consequence of the attacks on civilians and
civilian life centres is the threat to the right to life, which is the most
fundamental human right, people who could survive and escape from the
