Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
bar associations, and civil society organisations working in the field,
carrying out an on-site examination of Syrians’ shelters, and conducting
interviews with Syrians. In addition, in 2017, we organised an International
Symposium on “Migration and Refugees” with the participation of
Ombudsmen from 35 countries. We aimed to raise awareness of this
issue and shared our experience and knowledge mutually. Furthermore,
we examine the applications we receive, including removal centres, and
we issue recommendations when necessary.
Upon the tragedy experienced in Ukraine as a result of Russia’s attacks
causing millions of Ukrainians to become refugees and take refuge in
neighbouring countries, we shared a letter on 15 March 2022 in which we,
as the Ombudsman Institution, stated that we are always ready to share
our experiences and that we would be pleased with it, with the Ombudsmen
of Poland, Hungary, Romania, Moldova, Slovenia, and Slovakia, which
are neighbours to Ukraine and experience the largest refugee influx.
Following our aforementioned letter, the Chief Ombudsman Mr Şeref
Malkoç had an online meeting with the Commissioner for Fundamental
Rights (Ombudsman) of Hungary Mr Akos Kozma. In the aforementioned
meeting, Mr Kozma conveyed current information and experiences
regarding the Ukrainian refugees and invited Mr Malkoç to visit Hungary
for an on-site examination.
In this context, Mr Şeref Malkoç conducted a study visit to Hungary on 31
March-2 April 2022, accompanied by a delegation including Ombudsman
Ms Celile Özlem Tunçak, responsible for women’s and children’s rights.
This report aims to share the information and findings we have obtained
as a result of the aforementioned study visit.
