correcting the wrongful works and actions of the public administration, enabling them
to provide better public services, and being a mediator between citizens and public
administration.

Parallel to this general orientation in the world, the Ombudsman Institution entered
the Constitution under the name of the Ombudsman Law, in line with the need for an
independent and effective institution that respects human rights, works in accordance
with the law and fairness, and will work for an accountable administration and completed
its enactment period on 29.06.2012.

In this regard, within the scope of Article 7 of the Law No. 6328 titled “Duties of the
Chief Ombudsman and Ombudsmen” and the “Directive on the Division of Work
of the Ombudsmen”, the applications received by the Ombudsman Institution in the
field of “Public Personnel Regime” are meticulously examined and finalized by our
department.
I hope that the Ombudsman Institution 2022 Annual Report, which is prepared with
the belief that it will make important contributions to the rule of law, transparency, good
administration, democracy and human rights, will contribute to the good functioning
of the administration and be a guide for our citizens.
