                 4.  PROCEDURE FOR COMPLAINT APPLICATION AND
                     STATISTICS RELATED TO APPLICATIONS


                 4.1 PROCEDURE FOR COMPLAINT APPLICATION
                 Natural and legal persons whose rights, freedoms or interests are violated as a result of
                 the acts and actions of the administration may lodge a complaint to the Ombudsman
                 Institution. Within this framework, besides individuals, legal entities such as companies,
                 non-governmental organizations, associations, foundations, and trade unions have the
                 right to apply. In addition, foreign nationals can also submit their complaints without
                 regard to their national origin or reciprocity.

                 When the complaint is about human rights, fundamental rights and freedoms, women's
                 rights, children's rights and general issues of public interest, all natural and legal persons
                 can also apply without requiring that their rights and freedoms or interests have been
                 directly violated. Therefore, in these matters, non-governmental organizations such
                 as associations and foundations, as well as individuals, can take an active role in the
                 control mechanism of the administration.
                 Complaint applications may be lodged in person by visiting the Ombudsman
                 Institution as well as via mail, e-mail, e-government, fax or via e-application method
                 through the website of the Institution. Complaints may also be lodged to the office
                 of  the Ombudsman  Institution in  Istanbul. However, in  terms  of the  complaint
                 applications lodged via fax or e-mail, the original document with wet signature
                 regarding the application is required to be delivered to the Ombudsman Institution
                 within fifteen days; otherwise, the complaint shall not be admissible.
