“residential subscriber group”. As a result of our examination and investigations, it has
been determined that the electricity subscriptions of penitentiary institutions are within
the scope of the “business subscriber group” and therefore the convicts and detainees
have to access electricity services at high costs, resulting in unlawful and unfair results.
Recommendations have been issued to initiate and promptly conclude the necessary
works, including legislative amendments, in order to ensure that these people can benefit
from electricity services at reasonable prices.

As we enter the 100 anniversary of our Republic, in the direction of the establishment
of the rule of law and human rights in our country, evaluation of our institutional
activities and efforts in terms of contributing to the pursuit of justice, rights and law is
very meaningful. As our Chief Ombudsman emphasizes from time to time, “The duty
of human beings is to be moderate and fair” because, “There is no power in the world
greater than being right.”
