THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE

               The state structure and the public services provided by the state become more complex
               over time and with technological developments, so traditional ways of seeking legal
               remedies may also be insufficient against new formations. In the process of development
               of contemporary democracy, the changing social conditions and needs have pushed
               people to find new ways to seek legal remedies as a result the involvement of the
               administration in all areas, the legislation becoming extremely complex, the judicial and
               other means of control failing to renew themselves and becoming inoperable in the face
               of the increasing business volume.

               In this direction, the pursuit of improving human rights in many countries of the world
               in parallel with the developments in the society,  supervising the public administration,
               dealing  with  individual  complaints  and  drawing  the  attention  of  the  public  to  the
               deficiencies in the public administration have turned the attention to the ombudsman
               institutions, which are already in practice in many countries of the world and are
               structured in different ways according to the  specific political, social, cultural and
               administrative conditions of each country.

               As a kind of mediator between the state and the citizen, the Ombudsman, as an
               independent public official, listens to complaints, conducts investigations, examinations
               and inquiries, and announces the result to the relevant parties and to the public. The
               Ombudsman undertakes functions such as educating public officials in the context of
               human rights and freedoms, preventing violations of rights by public administrators,
