In the Article 7 of the Law No. 6328 titled “Duties of the Chief Ombudsman and
Ombudsmen”, the issue of assigning an Ombudsman for the field of women and
children’s rights is stipulated. In this context, with the assignment made by our Chief
Ombudsman, applications received in the fields of “children’s rights” and “women’s
rights” have been meticulously examined by my department since 2016 and 2020, when
I was elected for the first and second time respectively by the Grand National Assembly
of Türkiye.
The Ombudsman Institution is the first and only institution in our country that receives
direct applications from children. Every application received directly from children
through children’s website of the Ombudsman Institution (https://kdkcocuk.gov.tr/)
is carefully examined in terms of all the rights guaranteed in the Convention on the
Rights of the Child. The Ombudsman Institution acts within the mission of seeking
legal remedies, and protecting and realizing the rights of all children living in Türkiye.
As an Ombudsman responsible for the fields of “working life and social security”,
“protection of the family”, “rights of persons with disabilities”, “problems of employees
working in the status of workers in the administration” and “social services” in
addition to the fields of “women’s rights” and “children’s rights”, we have concluded
another term of work, in accordance with the “Directive on the Division of Work of
the Ombudsmen”. Based on the applications submitted in 2022, the results of the
investigation and examinations carried out by my department, and the prominent cases
and solved problems and the findings we reached are included in the relevant parts of
this Report.
Ombudsman Institution 2022 Annual Report has been prepared with the idea that it
will contribute significantly to the establishment of the rule of law, the development
of belief in democracy and respect for human rights, as well as the development of the
capacity of public administration to produce public services within the framework of
transparent, accountable and good administration principles. In this way, the problems,
deficiencies and the necessary steps to be taken in the main sectors of our country
such as working life, social security, children’s and women’s rights, and the difficulties
experienced by the persons with disabilities can be read comparatively over the years, in
a periodical manner.
As the centennial of the foundation of our Republic and at the same time the tenth
anniversary of the Ombudsman Institution for beginning to accept applications are
approaching, I would like to thank all my colleagues with the hope and prayer that
this mission of the Ombudsman Institution, which has become the center of the rule
of law and good administration principles, will continue. I would like to express my
gratitude to our Chief Ombudsman Mr. Şeref Malkoç for his unwavering support to
my department.
I would like to take this opportunity to wish the Ombudsman Institution 2022 Annual
Report to be beneficial.
