                 The Ombudsman Institution is an important institution in both the protection and
                 promotion of human rights and in access to justice. Since its establishment in 2012
                 as a constitutional institution affiliated to the Grand National Assembly of Türkiye, as
                 an independent and impartial mechanism, the Institution issues its decisions through
                 investigations and examinations on the complaint applications in terms of justice and
                 good administration based on human rights, and compliance with the law and fairness.
                 With the decisions it issues, it contributes to not only to the better and more effective
                 work of the administration to increase the quality and efficiency of public services, but
                 also to the development of people’s awareness and culture of seeking legal remedies.

                 The fact that the Ombudsman Institution is tasked with supervising the act and actions,
                 as well as the acts and actions of the administration, not only in terms of compliance
                 with the law but also in terms of fairness, ensures that it serves as an exceptional added
                 value for the law and public order of our country.

                 The complexity of modern public administration and excessive bureaucracy can cause
                 difficulties in providing services, both structurally and functionally, and cause violation
                 of rights. With the effect of the relations between the administration and individuals
                 increasing and getting more and more complicated nowadays, it has become necessary
                 to establish and effectively operate non-judicial control mechanisms in order to protect
                 the fundamental rights and freedoms of individuals against the act and actions of the
                 administration, especially in countries that have an understanding of the rule of law.
