The fundamental value that human rights protect is the value of human beings, the
dignity of being human. It is a natural consequence of the dignity of being human,
that people can lead a dignified life by exercising their fundamental rights without
any discrimination. The framework and scope of human rights are determined by the
relationship of the individual with the state. States must prioritize the innate rights
of human beings, which are not granted to human beings afterwards and therefore
cannot be taken back, in all their acts, actions, attitudes and behaviors carried out with
all institutions and organizations,
Human rights, which initially focused on a limited number of fundamental rights
such as “right to life”, “right to a fair trial”, “prohibition of torture and ill-treatment”,
originating also from the relations of production, marketing and consumption of
today’s world, which has become a small village by globalization, has surrounded almost
all the web of relations of daily life. As a result of this, its quality, which is perceived
as “law enforcement issue”, “internal affairs/justice policy”, has been expanded, and
has reached a state to encompass policies such as environment, water, transportation,
press-broadcasting, correspondence, communication technologies, zoning, refugees,
citizenship, agriculture-food, health, national education.
Therefore, in today’s world, in the field of human rights, the actors who might violate
rights have diversified, the scope of the violations has relocated and expanded, and
almost all the negativities concerning the welfare, happiness and well-being of the
individual began to appear as human rights violations along with the prohibition
