claims, cancellation requests for chamber membership, supervision of building
inspection firms, urban transformation, rental assistance requests, zoning and housing,
environmental pollution, noise pollution, and we conduct solution-oriented studies and
issue guiding recommendations to administrations on these matters.
On the other hand, as a reflection of the importance the Ombudsman Institution
attaches to animal rights, applications for animal rights are examined under the title
of “The rights, health and protection of animals”, under the main heading of “Food,
Agriculture and Livestock”. In particular, the problem of stray animals, which is in
the public spotlight, has drawn the attention of the Ombudsman Institution for a
long time. Thus, a workshop was also organized in 2019 to draw attention to animal
rights. In this context, in terms of feeding and taking care of stray animals, we receive
applications requesting the authorities to fulfill the duties and responsibilities, which
are stipulated in the Law No. 5199.
In summary, with our investigations and decisions, as in previous years, we continue
to contribute to the development of an administration approach based on human
rights, and the establishment of a public administration perspective dominated by
good administration principles. Accordingly, we continue to perform our duty with the
awareness and effort to act as a bridge in access to justice and with the recommendations
that we issue for the detection of both procedural and substantive problems arising from
the functioning of the administration and for finding solutions for these problems.
In this regard, I hope that the 2022 Annual Report will be an important resource for
administrations and citizens in accessing the law, human rights and justice.
