Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye



              rate decreases considerably during the high school age. Among the
              reasons for insufficient access to education, MoNE lists the fact that high
              school education is not compulsory in Syria, the traditional structure of
              Syrian families, the language barrier, and financial impossibilities. Such a
              high number of Syrian students included in education has necessitated
              the construction of new schools and the employment of more teachers.
              In addition to formal education, informal education activities for young
              and adult Syrians, including vocational and hobby courses, in addition to
              Turkish language training, have been also carried out by the Ministry of
              National Education. Similar courses have been organised by municipalities
              to contribute to the participation of people in working life. Between 2014
              and 2021, 1,047,602 trainees under temporary protection participated in
              the courses within the scope of informal education activities.  9

              Legal  arrangements have also been made regarding participation in
              working life, which is of great importance for Syrians to make their living
              and integrate into Turkish society. Accordingly, those under temporary
              protection can apply for a work permit 6 months after receiving their
              temporary protection identification document. A special unit, dealing
              with the applications of those under temporary protection, has been
              established within the Ministry of Labour and Social Security in order to
              evaluate the applications more rapidly.

              The Republic of Türkiye often receives praise from the international
              community for the comprehensive legislation it has developed in this
              period and the services it has provided to the millions of Syrians it hosts.

              The Republic of Türkiye has considered it a humanitarian duty to open
              its doors to innocent people fleeing the war and acted accordingly. On
              the other hand, hosting such a high number of refugees has important
              consequences  and  problems  not  only  in  economic  but  also  in  social
              terms. Despite all the integration policies implemented, the high number
              of people and the prolongation of the process create unrest in Turkish
              society. Campaigns with the content of “I do not want refugees in my
              country” are organised on social media from time to time. In fact, similar
              posts and discussions have increased again recently.
