Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
accommodation centres, consisting of tents and containers, have been
established in different provinces. At the aforementioned temporary
accommodation centres, it has been aimed primarily for people to find
peace and lead a healthy and convenient life, and they have been provided
with all kinds of physical and social facilities available in the provincial
centres. In this framework, hospitals, mosques, schools, playgrounds
for children, sports fields, markets, laundries, and areas where courses
such as foreign languages, handicrafts, carpet weaving, and hairdressing
will be held have been established in tent cities and container cities,
in addition to accommodation places. In summary, many services
including food, security, laundry, education, psycho-social support,
translation, vocational training, religious services, health services, as
well as accommodation, have been provided free of charge in temporary
accommodation centres above the world standards. After a while, as
a result of criticisms due to different tastes, Syrians have been given
cash-loaded cards with which they could shop at the markets, thereby
providing them with the opportunity to cook their own food. Following his
visit to the temporary accommodation centre in 2012, the UN Secretary-
General thanked Türkiye. On the other hand, the “Disaster Temporary
City Management System” (AFKEN) implemented in our accommodation
centres has been awarded the first prize in the category of “Improving
Public Service Delivery” at the UN Public Service Awards.
Although the services in the accommodation centres are the same as those
in the provincial centres, the prolonged length of stay has brought the
issue of integration of those staying in these centres with the host society
on the agenda. For this reason, the number of temporary accommodation
centres has been reduced over time, and those staying in these centres
have spread throughout the country and begun to live in provincial
centres. The total number of Syrians staying in 7 accommodation centres
currently available in 5 provinces is 50,702 .

Community centres have been established in different provinces where
the Syrian population is concentrated within the scope of the Turkish
Red Crescent Community Centre Project in order to provide psychosocial
support, provide the necessary guidance, and deliver training to Syrians
under temporary protection living outside the Temporary Accommodation
Centres. In these centres, necessary information and guidance have
