Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye



              remarkable extent. The availability of volunteer and assigned translators
              completely eliminates the barrier. Some of the Ukrainians have crossed
              the border with their vehicles. Unlike the points highlighted, most of
              the Syrian refugees who have taken refuge in Türkiye have come to the
              border without any documents to prove their identities. There are also
              unaccompanied minors among the groups who have arrived as families.
              Another reason for the language barrier arising from the fact that they do
              not know any foreign language is the presence of illiterate people. One
              of the most important differences is that Türkiye has become a country
              of destination, not a country of transit, for Syrians, and the people in
              question, initially considered “guests”, have been living in Türkiye for
              11  years. Although  religion  is  common,  there  are  important  cultural
              differences between Turkish society and Syrians, and these differences
              reveal themselves quite clearly in their social life habits. Another
              important difference between Syrian and Ukrainian refugees is that the
              whole of Europe has embraced Ukrainians, which makes Ukrainians lucky
              in this sense.

              Although the number of refugees crossing from Ukraine to Hungary is
              approximately 626,548 as of 19 May 2022 according to UNHCR’s current
              data, nearly 500,000 people have crossed into Hungary, primarily through

              Romania.  These numbers are quite high considering Hungary’s population.
              Although most of these people use Hungary as a country of transit, the
              services provided by the Hungarian government, such as temporary
              accommodation services, food and drink, transportation services, and
              health and education services accessed within the period of temporary
              residence, are certainly a serious burden on the country’s economy.
              It has been observed on site that the Hungarian government has embraced
              the Ukrainian refugees as a humanitarian duty, making efforts to minimise
              the victimisation caused by the war, and that it has provided services
              to the Ukrainian refugees within this framework. Currently, Hungary
              is considered a country of transit, and a small number of Ukrainians
              have applied for asylum to stay in Hungary. However, it should not be
              forgotten that  it  is not  possible  to  predict in advance  when  wars will
              end. In addition, the recovery of the unstable environment after the war
              or the recovery of the country may take time. The prolongation of this
              period  increases the  possibility  that  the refugees stay  in the country
              where they have taken refuge. Clearly, within this period, these people
