Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
into force in 2014, the citizens of the Syrian Arab Republic who have
arrived at or crossed our borders coming from the Syrian Arab Republic
as part of a mass influx or individually for temporary protection purposes
due to the events that have taken place in the Syrian Arab Republic since
28/04/2011 have been placed under temporary protection.
“Temporary Protection Identification Document” is issued to foreigners
within the scope of the Temporary Protection Regulation, and with this
identification document, they are legally entitled to stay in Türkiye, and
they are able to carry out their social and legal procedures. The provision
of services such as health services, education, access to working life, social
assistance and services, and translation to foreigners within the scope of
this regulation has been regulated in detail.
“Pre-registrations” of those who have entered our country have been made
primarily by registering their biometric and other personal information.
In this framework, registration centres have been established in 81
provinces, more than one in provinces where Syrians are concentrated.
During the 30-day pre-registration period, security investigations
have been conducted, and individuals have been granted the right to
benefit from first-level health care services in this period. A “temporary
protection identification document” has been issued to people whose
security investigations have resulted without any problems. People under
temporary protection with this identification document can benefit from
education, social rights and assistance, benefit from health services free
of charge within the scope of the Health Implementation Communiqué,
participate in working life, and perform bank and notary procedures. It is
provided to people under temporary protection in Türkiye.
Among the registered Syrians, those who have declared that they have
no place to go in Türkiye and that they are not in a position to make their
living have been transferred to temporary accommodation centres. As
stated above, the first group of 252 Syrians, towards whom an open-door
policy was implemented, passed through the Cilvegözü Border Gate on
29 April 2011. First of all, 5 camps have been rapidly established by the
Turkish Red Crescent in order to provide accommodation for the Syrians
seen as “guests” and taken under temporary protection. Afterwards,
other camps have been established and managed by the Disaster and
Emergency Management Presidency (AFAD), and a total of 22 temporary
