IV. CONCLUSION













                  rticle 14 of the United Nations Universal Declaration of Human Rights
              Aregulates the right to asylum, according to which “Everyone has the right
              to seek and to enjoy in other countries asylum from persecution”.  Although
              the Geneva Convention Relating to the Legal Status of Refugees of 1951
              is the first regulation regarding refugees, this Convention has a limitation
              of date. With the Protocol Relating to the Legal Status of Refugees of 1967
              made due to this limitation, the definition and position of refugees have been
              re-regulated. According to this, the term “refugee” shall apply to any person
              who, “owing to wellfounded fear of being persecuted for reasons of race,
              religion, nationality, membership of a particular social group or  political
              opinion, is outside the country of his nationality and is unable or, owing to
              such fear, is unwilling to avail himself of the protection of that country; or
              who, not having a nationality and being outside the country of his former
              habitual residence as a result of such events, is unable or, owing to such fear,
              is unwilling to return to it”.

              According to  UNHCR data, more  than  84  million  people  were forcibly
              displaced in the first half of 2021 as a result of persecution, conflict,
              violence, or human rights violations. This number is 1.6 million more than
              the previous year, and 26.6 million refugees worldwide is the highest
              number ever seen.  12

              As a result of Russia’s attacks on Ukraine starting on 24 February 2022,
              6,409,355 people have been forced to flee from Ukraine and taken refuge
              in neighbouring countries. In order to achieve a mutual exchange of
              knowledge and experience, a study visit has been held to Hungary, one of
              the neighbouring countries where Ukrainian refugees have taken refuge,
              upon the invitation of the Hungarian Ombudsman Mr Akos Kozma. In
              summary, the Ombudsman’s Office of Hungary, the reception centres
              established in Budapest, Fehérgyarmat and Beregsurány, Csengersima
