                                                                                 8
As another example, the scope of the Conditional Cash Transfer for
Education Programme implemented for children of the Republic of
Türkiye was expanded in 2017 in order to encourage Syrian children to
attend school, and it has started to be implemented for foreign children
in Türkiye with the fundings provided by the European Union, European
Civil Protection and Humanitarian Aid Operations (ECHO), US Bureau
of Population, Refugees, and Migration (USBPRM), and the Norwegian
Government. Within the scope of the programme implemented jointly
by the Turkish Red Crescent, the Ministry of Family and Social Services
(MoFSS), the Ministry of National Education (MoNE), and the United
Nations International Children’s Emergency Fund (UNICEF), monthly
payments are made to children who attend school.

As can be understood from the objective of the aforementioned
Conditional Cash Transfer for Education Programme, another important
service provided to Syrians is education. According to the data received
from the Directorate General of Migration Management (DGMM) and
included in the report titled “First Stage Needs Assessment Covering
2016-2018 Period for Syrians with Temporary Protection Status in Türkiye”
published by the Ministry of Development in 2016, it is understood that
33.3% of the Syrians in Türkiye are illiterate, and 13% are literate but have
not completed a school. On the other hand, the high population under
the age of 18 among the Syrians who have taken refuge in our country
has necessitated rapid planning so that these children would not fall
behind in education. Syrian children under Temporary Protection have
been primarily included in education, and for this purpose, promotional
programmes/studies have also been carried out. In the Temporary
Accommodation Centres, a school system has been established under
the name of “Temporary Education Centre” where education service has
been provided. In provincial centres, children have been allowed to go
to the same school as Turkish students. According to the data from the
Ministry of National Education (MoNE), there is a population of 1,124,353
children (5-17 years old) in the education age under Temporary Protection
in the 2021-2022 period. As of January 2022, 730,806 of the education-
age population have been included in education. According to these data,
65% of the education-age population have been schooled. The schooling
