Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
send their children to the schools of the country they have taken refuge
in, participate in working life in that country, learn the language of that
country, and make a circle of friends in that country. Integration policies
should be prioritised regardless of the number of asylum seekers. For this
purpose, it is essential to establish commissions including representatives
from all relevant institutions. Policies should be comprehensive enough
to start with children in schools. As a result of integration, the citizens
of the host society should not hold refugees responsible for any unrest
in the country, nor should they exclude them. Naturally, the perspective
towards refugees, who were seen as guests initially and were welcomed
with sympathy by the host society, may change as the length of stay
increases, and the sympathy in the first days may turn into unrest. In
the case of Türkiye, integration is difficult to achieve in direct proportion
to the quite high number of refugees and the prolongation of the period.
In the provision of social assistance, it is important that the assistance
is provided from a single source, transparently and fairly, if possible, in
order to avoid negative reactions from the citizens of the host country.
Otherwise, if a person claiming to have financial difficulties in their own
country gets the idea that a refugee receives assistance while they do
not, this situation will create unrest in the society. Furthermore, in order
not to disrupt services such as health and education, plans should be
made and put into practice within the framework of both the number of
employees and physical possibilities, taking into account the number of
refugees.
The international community, on the other hand, should remember that
asylum is a human right, that refugees should be embraced without any
discrimination, and that responsibilities must be shared all together
without falling on only certain countries. Refugees who have had to leave
their homes and countries in search of a safe place are the victims of wars.
Eliminating the grievances of refugees is the problem and responsibility
of all humanity. In this sense, all countries should take responsibility
without any discrimination, regardless of the countries of origin, religion,
language, or race of the refugees.
