Report on the Study Visit Conducted to Hungary Related to Ukrainian Refugees By the Ombudsman Institution of Türkiye
been provided to the Syrians; language and vocational courses have
been organised; certificates have been awarded at the end of vocational
courses, and activities have been organised to support social cohesion.
Currently, there are 18 active community centres in 17 provinces, and
the total number of people reached is 1,999,278. In this context, 685,973
people have been provided with health and psychosocial support; 45,338
people have participated in vocational and language courses; 39,972
people have been referred to and placed in a job, and 542,118 people have
participated in social, cultural, and adaptation activities. 7
Undoubtedly, one of the biggest difficulties faced by refugees who have
had to leave their homes and seek refuge in other countries is economic
impossibilities. In the case of the Syrians who have taken refuge in our
country, the fact that these people have escaped the war with only a
few pieces of belongings, the fact that they do not know any languages
other than Arabic, and their level of education have aggravated economic
impossibilities. As a result, social assistance has found an important place
among the services provided. Accordingly, first of all, necessary legal
arrangements have been made. Social assistance, in cash or in kind, has
been and is still being provided through AFAD, the Ministry of Family and
Social Services, Municipalities, and civil society organisations. For this
purpose, many programmes/projects have been/are being implemented
together with international organisations or with the financial support
of the European Union. An important one of these programmes is the
Emergency Social Safety Net Programme, which is the world’s largest
cash-based assistance programme in terms of the number of beneficiaries
as well as regular and long-term assistance planning, funded by the
European Civil Protection and Humanitarian Aid Operations (ECHO).
It is planned to ensure that the vulnerable groups meet their basic
needs such as food, accommodation, and clothing in a decent manner
within the framework of their own will. The programme is implemented
jointly with the Turkish Red Crescent, the Ministry of Family and Social
Services (MoFSS), and the International Federation of Red Cross and Red
Crescent Societies (IFRC). It is supported by the Directorate General of
Civil Registration and Citizenship Affairs (DGCRCA) and the Presidency
of Migration Management. Cash supports provided within the scope of
the programme are realised by loading 155 Turkish Lira per person per
