                    for women's rights, represented our Institution at the 4th National Action Plan
                    Meeting on Combating Violence Against Women, held in July 2021.

                 •  Ms. Celile Özlem Tunçak, Ombudsman responsible for women's and children's
                    rights, participated as a speaker at the "World Conference on Youth Rights " on
                    the "Inclusion of Youth in Global Action" , which was held as hybrid on 12-13
                    August 2021, hosted by the National Human Rights Center of the Republic of
                    Uzbekistan.

                 •  Ms. Celile Özlem  Tunçak, the Ombudsman responsible for women's rights,
                    represented our Institution in the 14th Meeting of the Monitoring Committee on
                    Violence against Women.

                 •  With the contributions of the European Union, the Council of Europe, the United
                    Nations  Women's Rights Center and Zenica, the  Women's Rights Center in
                    Bosnia and Herzegovina, and under the auspices of the Government of Bosnia and
                    Herzegovina, our Institution attended the online regional conference titled “Ending
                    Violence Against  Women in the  Western Balkans and  Türkiye” on 1 and 2
                    December 2021.
                 PUBLIC PERSONNEL REGIME

                 The role of the Ombudsman Institution in this regard, contributing to the public
                 personnel regime through the complaint applications received and while doing this,
                 not only with legal supervision but also ensure human rights and good management
                 applicable in this regard. In particular, the fact that the applications made to the
                 Institution in 2021 are related to the public personnel regime with the highest rate on
                 the basis of subject causes the OI to attach importance to its function in this context
                 and to carry out a more meticulous study. In this context, applications are received in
                 the public personnel regime and in the following sub-fields:
                 •   Recruitment of personnel (problems due to not being appointed as a public servant,
                    quota restrictions)
                 •  Appointment, transfer, assignment and relocation
                 •   Duties, responsibilities, general rights and prohibitions

                 •   Progress and promotion
                 •   Evaluation of personnel
                 •   Financial rights

                 •   Social rights and benefits
                 •   Disciplinary penalties and termination of employment
