ing all humanity in 2020 and 2021, comprehensive measures were taken in our country
as well as in the rest of the world. In this fighting process, within the framework of the
division of labour applied in our Institution, we made efforts to examine and investigate
the applications by continuing our studies without interruption on all issues falling
within our area of responsibility, especially in the fields of education, economy, tax,
and energy. Many issues were resolved, and rapid access to justice was ensured through
the “Amicable Settlement” method, which is a kind of mediation, enabling complaint
applications to be resolved more effectively and rapidly.
In 2021, we issued a large number of recommendations which the administrations
complied with.
Of course, it is important to create a strong perception in the public that the Ombudsman
Institution is impartial and independent, but “the most important thing is to be fair and to
ensure justice.” I believe that in the establishment of justice, our institutions such as the
Ombudsman Institution will always continue to be on the side of those who are right.
It is because it is also the essence of our Islamic civilizations to support and be on the
side of those who are right. As a well-known saying goes, “...There is no power in the
world greater than being right.”
I wish a year in which the added value of the Ombudsman Institution to our country
and its effectiveness in the public will increase in terms of seeking legal remedies by our
citizens and in which the Institution will be further empowered in terms of its institu-
tional structure as well as its administrative and financial status.
In conclusion;
For a strong society and a more democratic Türkiye,
For civil society and free and self-sufficient individuals,
For a free society, strengthening of all constitutional freedoms, law, and democracy, and
the guarantee of rights until the end,
For a strong society and social awareness of individual rights,
For ensuring a measured and fair administration, legal security, legal predictability, and
transparency,
For contributing to the democratic order, the realisation of principles of good admin-
istration in all kinds of acts and actions of the administration, and the formation of a
people-oriented administration,
For a peaceful society, reminding everyone to be measured and fair, and inviting public
administrators to comply with the law,
The Ombudsman Institution is indispensable because of its vital importance, like the
oxygen in the air we breathe without realising.
