in accordance with the Constitution and international conventions, the intervention
must be based on the law, must be for public interest, and must be carried out by
observing the principle of proportionality. In this framework, with aforementioned
issues taken into account, the necessary examinations were conducted in applications
such as expropriation, confiscation without expropriation, immovables reserved for
public service in the implementation zoning plan, immovables registered as protected
areas, confiscation and similar measures, and disputes arising from the uncertainty in
reaching the receivable based on a court order.
Moreover, complaints were lodged to our Institution regarding the activities of law
enforcement officers, but the number of these applications are not many. In particular,
acts and actions regarding the general attitudes and behaviours of law enforcement
officers, traffic administrative penalties, and issuance, renewal, and cancellation of ID
cards of private security officers as well as actions on firearms licensing were examined
and finalised under this heading.
Finally, under the heading of food, agriculture, and livestock; it is observed that
applications were received on issues such as agricultural loans and incentives, rural
development, and animal rights, health, and protection; and necessary evaluations were
made in our decisions regarding unlawful and unfair situations determined as a result
of the examinations conducted on these applications.
Within the framework of these clarifications, I hope that our 2021 Annual Report will
contribute significantly to the development of the culture of seeking legal remedies and
be a guide to our citizens and administrations. I also wish a healthy and peaceful year in
which the COVID-19 pandemic will be out of the agenda of the world and the country.
