                 2.4 Ombudsman Mr. Arif DÜLGER

































                 The Ombudsman acts as a communication bridge, in a sense, between citizens and
                 the administration. From the perspective of the citizens, the Ombudsman Institution
                 is an effective supervision tool which ensures access to justice and guarantees that the
                 individuals who benefit from public services are treated well, rapidly, and properly by
                 the administration. On the other hand, from the perspective of the administration,
                 the Institution is a warning tool for eliminating mistakes in actions, which enables the
                 detection and correction of mistakes that could not be detected during the execution
                 of the action.
                 The Ombudsman Institution has a bilateral responsibility in examining the applica-
                 tions and issuing a decision. It bears legal responsibility towards both individuals and
                 the administrations on which it exercises its supervisory mandate.  Therefore, it is
                 responsible not only to the complainants, but also to the public institutions against
                 which complaints were lodged. As a requirement of this responsibility, we make efforts
                 to convey the results we have reached to both parties with their justifications and to
                 work with this awareness.
                 As in previous years, with the decisions we issued in 2021, a warm and sincere com-
                 munication bridge was established between our government and our citizens, and the
                 grievances of hundreds of thousands of our citizens were relieved thanks to the deci-
                 sions, making them feel better. It is demonstrated by the impact analyses of the deci-
                 sions in the eyes of the public. In fighting against the COVID-19 pandemic, threaten-
