2.5 Ombudsman Mr. Sadettin KALKAN

The Ombudsman Institution is an institution that supervises administrations on
behalf of the Grand National Assembly of Türkiye by conducting complaints-based
examinations and investigations in order to resolve the problems between citizens and
public administrations. It plays an important role in establishing a bridge between
administrations and individuals with the aim of spreading the culture of seeking
legal remedies in our country and contributing to the adoption of principles of good
administration in administrations.

Examinations are conducted on the recruitment exams, appointment, relocation,
financial rights, social rights, and disciplinary penalties of the public servants in charge
of provision of the services provided by the government; and applications are evaluated
within the Institution regarding the mobbing they are exposed to and the attitudes and
behaviours they display while performing their duties.

In the evaluation of the excuses of the public staff in the applications regarding requests
of relocation with excuses of family unity, health, and life safety, an examination is
conducted in terms of the applicant's rights and the responsibility of the administration
in the execution of the public service. Since no treatment is possible in a province
for children, spouses, and parents, who are dependent family members, requests are
