made for transfer to the provinces where treatment will be possible. Although the
administrations are expected to evaluate individual interests when evaluating the
excuses for relocation (within the framework of the relevant legislation), the fulfilment
of these requests is possible with the vacancy opportunities of the administrations and
the continuation of public services without interruption.
Within the past two years, there was a fight against the COVID-19 pandemic, which
affected the whole world, in our country as well, and in this period, applications were
filed to our Institution about considering the public staff on administrative leave and
the reductions in salary during the quarantine periods. It was determined that there
were problems arising from the unity in practice among public institutions, and the
applications were examined.
With my belief that since its establishment, the Ombudsman Institution will contribute
to the better functioning of the administrative system, in the light of national and
international law norms and principles of good administration, with a people-oriented
approach; I hope that the 2021 Annual Report will be a guide for administrations and
our citizens.
