of the Child. The Institution acts within the mission of seeking legal remedies as well
as protecting and realising the rights of all children living in Türkiye.

In accordance with the “Directive on the Division of Labour among Ombudsmen”, the
applications examined by me in 2021 were related to the fields of “work life and social
security”, “protection of the family”, “rights of the people with disabilities”, and “social
services” in addition to the fields of “women’s rights” and “children’s rights”.

We would like to emphasise that in our works, we are guided by the aim of improving
the system and establishing the principles of good administration, rather than produc-
ing a limited solution with the application examined. In other words, we aim to resolve
the concrete application and, moreover, to change the point of view of the administra-
tions in other cases similar to that application, and to resolve the problem systematically
at the level of the regulatory actions of the administration.

The works of our Institution include guiding the administrations, issuing recommenda-
tions for them to take action in accordance with the law and equity, and ensuring that
they comply with the principles of good administration as well as helping the applicants
learn about their rights and obligations, and in a sense, guiding them by providing legal
consultancy. In this respect, utmost care is taken to ensure that our decisions are clear
and simple enough to understand, and additionally, other ways and methods of seeking
legal remedies are also included.

With the hope and prayer of living 2022 full of beneficial works for our nation, in
which we will leave behind the problems caused by the pandemic for the last 3 years; I
would like to thank the experts, assistant experts, social workers, and office staff I work
with, and I would like to express my gratitude to our Chief Ombudsman, Mr. Şeref
Malkoç, for his unwavering support to my department.

I sincerely extend my best wishes for the Ombudsman Institution’s 2021 Annual
Report, which is prepared with the thought that it will contribute greatly to the estab-
lishment of the rule of law, the development of belief in democracy and respect for
human rights, and the development of the capacity of the public administration to
produce transparent and accountable public services within the framework of the prin-
ciples of good administration.
