2.6 Ombudsman Ms. Celile Özlem TUNÇAK

The Ombudsman Institution has managed to become a strong voice of public con-
science in a very short time, thanks to the independent and impartial examinations and
investigations it carries out on the basis of the rule of law, democracy, development of
respect for human rights, and also the understanding of responsibility towards society.
The responsibility of our Institution is not limited to evaluating applications only. The
Institutions also works to raise awareness of citizens about their rights, to raise aware-
ness in national and international environments, and to encourage cooperation between
all stakeholders such as administrations, civil society organisations, and universities.

The Article 7 of the Law No. 6328, titled “Duties of the Chief Ombudsman and
Ombudsmen”, stipulates the issue of assigning an Ombudsman in the field of women
and children rights. Within this scope, applications received in the fields of “children’s
rights” and “women’s rights” are carefully examined by our department, with the assign-
ment made by our Chief Ombudsman.

The Ombudsman Institution is the only institution in our country that receives direct
applications from children for the first time. Every application received directly from
the children on the children’s website (kdkcocuk.gov.tr) of the Ombudsman Institution
is carefully examined in terms of all rights guaranteed in the Convention on the Rights
