Organisation. We conducted mutual visits with ambassadors and representatives of
human rights institutions.
We carried out activities within the scope of the Organisation of Islamic Cooperation
Ombudsman Association (OICOA). In this context, we held online trainings. We

organised the 4 Board of Directors Meeting of the OICOA.
In addition, we carry out mutual cooperation activities with the Ombudsman Institutions
of Turkic-speaking countries, especially the Turkic Republics. In this context, we held
an online meeting on 14 December 2021 in order to accelerate the establishment of
the Ombudsman Association of Turkic Speaking Countries (TURKOMB), to receive
proposals on the draft statute, and to receive information about the general situation
of the member countries. The meeting on the Ombudsman Association of Turkic
Speaking Countries, held under my chairmanship, was participated by the Ombudsman
of Azerbaijan Ms. Sabina Aliyeva, the Ombudsman of Kazakhstan Ms. Elvira Azimova,
the Ombudsman of Uzbekistan Ms. Feruza Eshmatova, and the First Deputy Director
of the National Center for Human Rights of Uzbekistan Dr. Mirzatillo Tillabaev.
Between 29 November and 3 December 2021, we organised a visit to France with
a delegation from the Ministry of Justice within the scope of the “Improving the
Effectiveness of the Administrative Judiciary and Strengthening the Institutional
Capacity of Council of State Project”. During the visit, we held some meetings at the
French Ministry of Justice, the French Council of State, Ombudsman Institutions, and
the Paris Administrative Court. During the meeting with the Ombudsman of France
Claire Hédon, we gave information about the structure, functioning, and mandate
of our Institution, as well as national and international activities, and had mutual
consultations. Within the scope of the visit to France, we also met with Turkish CSO
representatives and gave information on how and where Turkish citizens can seek their
legal remedies for the problems which they experience in the countries they live in.
The activities mentioned in the 2021 Annual Report are the result of a strong, dynamic,
and devoted teamwork. From the Ombudsmen to the Secretary General, from the
employees to the officers, from our experts to our unit managers; I would like to express
my heartfelt thanks to everyone, who did their best to find solutions to the problems of
our citizens, for their great contributions and hard work.
