THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE

İzmir Provincial Directorate of Migration Management and learned about the practices
experienced by the irregular migrants who were pushed back into the Turkish territorial
waters by the Greek security forces.

We are meeting on a monthly basis with the institutions for seeking legal remedies
in our country (e.g., the Committee on Petitions, the Human Rights and Equality
Institution of Türkiye-TIHEK, the Commission on the State of Emergency, the
Review Board of Access to Information, the Ethics Committee, the Presidency’s
Communication Center-CIMER, the Open Door). During the meetings, we exchange
views on applications.

We continued to cooperate with civil society organisations (CSOs). Our Chief
Ombudsman, Ombudsmen and Experts held regular discussions and exchanged
opinions with CSOs and professional organisations such as the Confederation of
Turkish Trade Unions (TURK-IS), HAK-IS Trade Union Confederation (HAK-IS),
the Confederation of Public Servants Trade Unions (MEMUR-SEN), the Union
of Chambers and Commodity Exchanges of Türkiye, the Union of Turkish Bar
Associations, and the Union of Municipalities of Türkiye.

We shared the decisions issued by our Institution with the public. Thus, the
Ombudsman Institution was appeared 15.018 times in total, including 1.497 in the
printed media, 1.053 on television, and 12.468 on internet news websites, in 2021.
We also held press conferences. Within the framework of “81 radio in 81 provinces”
project, which was initiated in 2020 and continued in 2021, live broadcasts of a total
of 19 local radios in 12 provinces were participated by telephone, and live broadcasts
of local television channels and local media channels broadcasting via social media
were also participated, apart from radios. In 2021, 70 interviews were given for local,
national, and international media organs, magazines, radio, television, and internet
media, and live broadcasts were participated.

In 2021, our Institution’s web page was viewed 525.197 times; children’s web page
was viewed 29.875 times; decisions information bank was viewed 107.972 times;
women’s web page was viewed 3.611 times; e-Application page was viewed 956.273
times; and academic journal page was viewed 5.586 times.

We continued our activities in the international arena as well. In this context, we
continued our works on the “Technical Assistance for Empowerment of the Role of
Ombudsman in the Protection and Promotion of Human Rights” Project and the
“Improving the Effectiveness of the Administrative Judiciary and Strengthening the
Institutional Capacity of Council of State” Project.

Besides, we visited the Balkan countries. We participated in the “4th Meeting of Heads
