               largely completed its institutionalisation process and has become a young, dynamic, and
               effective institution of seeking legal remedies and justice in our country. By raising the
               awareness of our institution in the eyes of the public and administrations, significant
               progress has been made in the development of problem-solving skills.

               In this process, the OI has influenced national policies, laws, and other administrative
               regulations with its decisions and special reports, and has become a solution partner
               in disputes by establishing a bridge between the administration and citizens. Our
               Institution has contributed to the establishment of principles of good administration in
               the administration and has been a strong protector of human rights.

               With the aim of establishing a “people-oriented” understanding in the administrative
               mechanism, ensuring the rule of law fully by protecting fundamental rights and freedoms
               in the performance of the service, and adopting principles of good administration by
               public administration actors and taking them as a basis in business and operations;
               within 9 years, our Institution has been a well-known, preferred, and more effective
               institution for seeking legal remedies, which provides individuals with rapid access
               to justice with its recommendations and conciliatory aspects and contributes to the
               prevention of disputes with its preventive and educational role.
               In 2021, 18.843 applications were filed to our Institution.  The total number of
               applications filed in a period of approximately 9 years is 189.595.

               A total of 21.782 files were examined in this period, including 2.939 files transferred
               from 2020 in addition to 18.843 complaint applications lodged to our Institution
               in 2021, and 19.740 of the applications were finalised.

               Our institution finds solutions to problems with its amicable settlement decisions,
               without the need for a recommendation, and contributes to providing citizens with
               “rapid access to justice”. The average time to finalise applications was 57 days in
               2021. As for the amicable settlement, the average time was 47 days. In addition,
               57.8% of the applications which were resolved through amicable settlement were
               finalised within 30 days or less. In 2021, the number of applications which were
               resolved through amicable settlement was 3.160.

               Our Institution issues recommendations, unlike classical judicial decisions.  The
               recommendations not only give the administration the opportunity to correct the
               action, but also contribute to the improvement of the service quality in terms of
               renewal and development of the insufficient parts of the legislation and in terms
               of principles of good administration. Our Institution also provides consultancy to
               the administration with its recommendations and guides the administration. Our
               Institution issued a total of 1.604 recommendations in 2021.
