THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE

2.1 Chief Ombudsman Mr. Şeref MALKOÇ

Currently, there are Ombudsman Institutions in more than 140 countries in the
world with different competencies at national, regional or local level. Ombudsman
Institutions have an important role in strengthening democracy, rule of law, and good
administration and in protecting and promoting human rights and fundamental
freedoms.

Ombudsman Institutions are liable to initiate proceedings, upon complaints or on
its own initiative, in favor of the right holder, which may include mediation where
appropriate, to facilitate the resolution of disputes between individuals and public
service providers; to issue recommendations to prevent or correct the wrongful acts
and actions of the administration; and to suggest administrative or legal reforms aimed
at improving the functioning of the public service delivery, where necessary. Through
these activities, Ombudsman Institutions protect and promote human rights and
fundamental freedoms, the rule of law, and democratic administration.

As a Constitutional institution, the Ombudsman Institution (OI), which was included

in the 74 Article of our Constitution with the Constitutional amendment made in
2010, started its activities in 2012 in accordance with the Law on the Ombudsman
Institution No. 6328 enacted in 2012. Within 9 years, the Ombudsman Institution has
