THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE
The number of qualified and eligible applications filed to our Institution has increased
with the increased recognition and awareness level of our Institution. This increase in
the number of qualified applications has also been reflected in the recommendations,
which has resulted in the increase in the number of recommendations. As a matter of
fact, in the 5-year period between 2013 and 2017, a total of 792 recommendations
were issued by our Institution, while the number of recommendations issued in 2018
was 946, which is more than the total of the 5 years. In 2019, there was a significant
increase in the number of recommendations, and this number reached to 1.270. As
for 2020, 68.128 recommendations and 704 partial recommendations-partial refusal
decisions were issued. The pandemic process had a significant share in this increase in
2020. In 2021, 1.201 recommendations and 403 partial recommendations-partial
refusal decisions were issued.
Our Institution conducts various activities in order to increase the compliance rate of
the administrations with the decisions. These are the support of the Grand National
Assembly of Türkiye (GNAT), the follow-up of the decisions by our Institution, and
the support of the media and the public.
In this context, while the rate of compliance with the recommendations of our
Institution was 20% in 2013, it increased to 65% in 2017, 70% in 2018, 75% in
2019, and 76.38% in 2020. In 2021, this rate reached 79.50%. In this context, I
would like to express my gratitude to the Chairperson of the Joint Commission
and its members, who called the administrations that didn’t comply with the
recommendations and requested a clarification under the roof of the Grand
National Assembly of Türkiye.
In 2021, as a result of a total of 125.028 interviews with the people who made a
request, either face-to-face or over the phone, our Institution provided them with legal
assistance and guidance.
Throughout our history, the principle “Let people live so the State will live” has
been a guide for all administrators and statespersons. Our Institution also conducts
supervisions in terms of principles of good administration such as courtesy, transparency,
accountability, and decision-making in a reasonable time, prepares guidelines, and
guides administrators and civil servants by organising trainings.
Our first priority is that when citizens visit a public administration, they leave with
a smiling face, content and hopeful, whether their request is fulfilled or not. We
also contribute to the participatory management approach by referring the applications
and requests to the administration by adding our own legal interpretation.
In this period, we carried out many activities across the country and abroad in order to
increase the recognition of our Institution, to gain individuals who are aware of their
