THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE
While information was conveyed about whether or not to comply with 1,489 of the
1,722 recommendations of the Ombudsman Institution in 2022, it was reported that
the decision about 32 of them is in the evaluation phase. Regarding 201 decisions, no
response has been received yet, and the legal response period of the administrations
continues.
Considering the responses of 1,489 administrations regarding the decisions of the
Ombudsman Institution,
◊ Relevant administrations stated that they would comply with 967 decisions of the
Ombudsman Institution,
◊ Relevant administrations submitted reasons for 522 of the decisions of the
Ombudsman Institution.
When all these issues are evaluated, the rate of compliance with the recommendations
issued by the Ombudsman Institution has been 64.94% as of the end of 2022.

This low compliance rate is caused by the failure of the General Directorate of Manisa
Water and Sewerage Administration to comply with the 220 Recommendations of the
Ombudsman Institution regarding “the complaint about making the use of prepaid electronic
card water meters mandatory for water subscriptions for new buildings” caused. However,
when these Recommendations are not taken into account, the rate of compliance with the
Recommendations of the Ombudsman Institution was 80.01%.
In this context, while the rate of compliance with the Recommendations of the Ombudsman
Institution was 20% in 2013, it increased to 65% in 2017, 70% in 2018, 75% in 2019, and
76.38% in 2020. In 2022 on the other hand, this rate was 80.01%.
