4.6 EVALUATION OF THE OMBUDSMAN INSTITUTION'S SUCCESS
REGARDING ITS PROBLEM SOLVING ABILITY
One of the most important problems experienced and struggled to find solution by
ombudsman institutions worldwide is the quality of the applications they receive and
whether these applications are acceptable.
Considering the world practices, the majority of the applications lodged are basically,
• Applications that do not fall under the jurisdiction of the Ombudsman Institution,
• Applications submitted directly to the Ombudsman without making an application
to the administrative authorities,
• Applications that do not affect the interests of the applicant,
• Applications regarding the matters that have been concluded in the judicial
bodies,
• Applications for which no public interest is found for the examination of them,
Those and the ones with similar reasons are refused by the ombudsman institutions
without any examination.
Applications other than these, which do not have any deficiencies in terms of procedure,
are considered as acceptable applications.
While evaluating the problem-solving abilities and achievements of the Ombudsman
Institutions, acceptable applications and the evaluation results on these applications are
considered as the basic criteria.
