5.1 PROJECTS

Technical Assistance Project for Empowerment of the Role of Ombudsman in the
Protection and Promotion of Human Rights funded by the EU

The Project is implemented by the Ombudsman Institution and funded by the
European Union. The Project started in March 2019 and was supposed to last 36
months. However, as some of the activities within the Project was postponed due to the
pandemic, the duration was extended for another 10 months.

Overall objective of the Project is to achieve measurable progress towards the
full enjoyment of all fundamental rights and freedoms by all individuals without
discrimination in all areas. The Purpose of the Project is to increase the effectiveness of
the Ombudsman Institution in the protection and promotion of human rights.
The Component 1 of the Project has been determined as “Improving the knowledge of
the staff of the Ombudsman Institution of Türkiye while the Component 2 has been
“Awareness Raising”.
Within the Project, a Human Resources Development (HRD) Strategy is planned
to be prepared. To this end, consultation workshops were organized in 2021 with
many participants from the Ombudsman Institution. Also, a training workshop was
realized on 11-12 November 2021 with participation of 15 staff from the Ombudsman
Institution as well as academicians and representatives from relevant CSOs.

Also, as part of the Project, a “visibility, communications and public relations strategy”
is planned to be developed. To this end, brainstorming meetings were organized in
2021 with participantion of the Ombudsman Institution, representatives from CFCU,
Directorate for EU Affairs and a group of academicians.

Within the scope of Project activities, regional meetings were continued to be realized
in 2021 in order to raise awareness about the Ombudsman Institution. One of the
regional meetings were held in Samsun on 23 September 2021 with 181 participants
including representatives from public institutions, municipalities, local governments,
university ombudsman clubs and CSOs. The next regional meeting was held in
Mardin on 22 October and another one in Kahramanmaraş on 25 November 2021.
