of the Council of Europe. Within the scope of the project, in which the Ombudsman
Institution is among the stakeholders, needs analyzes were made, training materials
were prepared, a WEB platform was created for the monitoring boards, training was
given to board members on international standards, health, reporting, visits, effective
communication techniques, and pilot penitentiary practices were carried out. Through
the correspondence with the Ministry, the Ombudsman Institution was informed that
the trainings are planned to continue after the project is over, and that the necessary
correspondence has been made to increase the number of female members in the
monitoring boards.
Within the scope of the aforementioned project, two experts from the Ombudsman
Institution participated in the trainer-training program held on 21-27 May 2022.
The trainings were on methodology for carrying out prison monitoring visits, effective
reporting techniques and communication skills and interview techniques in line with
international and European standards on Prison Monitoring. These two experts from
the Ombudsman Institution were entitled to be trainers in the specified fields. They
subsequently provided training to the members of the monitoring boards in Istanbul
and Gaziantep, and to the experts and assistant experts of the Ombudsman Institution
on 4 November 2022 at the Penal Institution Monitoring Training.
The Ombudsman Institution receives a large number of applications for penal execution
practices every year, and the reports from the monitoring boards in the examination of
the applications in question shed light on the investigations and examinations carried
out by the Ombudsman Institution.
Other Activities
Based on the cooperation protocol signed with Presidency regarding Turks Abroad and
Related Communities (YTB) and President of Religious Affairs (DIB) on 12.01.2021,
we participated in the publicity meeting for NESAM (Fight Against Hate Crimes and
Anti-Discrimination Portal) on 21 February 2022, and then the "Research Conference
for the Promotion of Rights in the Turkish Diaspora" with the participation of
representatives of the Turkish diaspora abroad and provided information on the
activities currently carried out by the Ombudsman Institution on diaspora studies
and exchanged information on what the Ombudsman Institution can do next. In this
context:
❖ On the subject of Islamophobia, the Ombudsman Institution has duties to
monitor the cases related to anti-Muslims in the world by keeping up with the
press on a daily basis, and to follow up the reports prepared by international
organizations. As a continuation of these duties, letters drawing attention to the
cases are sent to the Ombudsman's Offices of the relevant countries.
