Presidency of Religious Affairs, and preparing and publishing special reports,
analyzes, articles, brochures as a result of these and similar activities.
Activities Regarding Human Rights Action Plan

In accordance with the Presidential Circular numbered 2021/9, which is published
in the Official Gazette dated 15 March 2022, and numbered 31470, the Human
Rights Action Plan and Implementation Calendar were published on the official
website of the Ministry of Justice. With the heading numbered 1.2.j. under the target
title of "Improving the Efficiency of Human Rights Institutions" numbered 1.2., of
the aforementioned Action Plan, it has been determined that the reports prepared
by the Prisons and Detention Houses Monitoring Boards will also be sent to the
Ombudsman Institution. So, as a result of the amendment made with the Law No.
7328 of 17.06.2021 in the fourth paragraph of Article 6 of the Law on Prisons and
Detention Houses Monitoring Boards No. 4681, reports have begun to be sent to the
Ombudsman Institution by the aforementioned Boards.

Considering the legal duty and mission of the Ombudsman Institution, the purpose of
the Optional Protocol to the United Nations Convention Against Torture, and the great
importance it has in the examination and investigation of the complaint applications the
Ombudsman Institution receives, it can be evaluated that there is a natural cooperation
between the Ombudsman Institution and the Monitoring Boards due to the nature of
the activities they carry out. As a result of this evaluation, it has been considered by the
Ombudsman Institution that ensuring a certain uniformity in title, form and content of
the reports prepared and delivered to the Ombudsman Institution and ensuring that a
certain methodology is adopted in the visits will contribute to the valuable work carried
out by the Monitoring Boards.
Thus, to shed light on which issues should be highlighted during the visits to the
penitentiary institutions and which issues should be considered to be noteworthy
for preparing a report regarding the visit in order to minimize the alleged human
rights violations in prisons and detention centers and to increase the effectiveness
of the Monitoring Boards, the Draft Report of the Monitoring Board was prepared
and submitted to the Directorate General For Prisons And Detention Houses of the
Ministry of Justice.

In addition, the Human Rights Action Plan and Implementation Calendar were
published through the Presidential Circular No. 2021/9 published in the Official
Gazette dated 30 April 2021, and the one-year implementation period was completed
on 30 April 2022, with the periodic data entries of the institutions responsible for the
activities. In addition to being the responsible institution of activity No. 1.2.b., the
Ombudsman Institution is tasked with monitoring the annual implementation of the
Action Plan, as stated under the title of "Monitoring, Reporting and Evaluation" No.
